摘 要:为探寻中国在不同时期采取体育外交行动前的抉择过程及其确立的行动准则,历史性地梳理了新中国成立以来我国体育外交决策的分期时限、决策内容、阶段特征,比较改革开放前后2时期我国体育外交决策的环境、基点、目标和活动。认为:改革开放前,中国体育外交决策的环境相对封闭与孤立,决策的基点为国际政治的单一格局变迁,决策的目标是独立自主与有限承认,决策的活动分为失衡突变的3个时期;改革开放后,中国体育外交决策的环境走向开放与多元,决策的基点为国际国内政治的二元图景,决策的目标为谋求现实的国家利益和承担大国责任,决策的活动分为稳定连续的2个阶段。最后指出:北京奥运会后,中国会以更加积极、主动和建设性的立场参与世界体育事务,为世界的和平、稳定与发展作出更大贡献。This paper analyzes the different choice process and action principal ot Chinese sports diplomacy decision-making in different period, regularizes time limits, decision contents and period characters of Chinese sports diplomacy decision-making and compares decision environments, bases, aims and activities of two periods before and after China reform and opening-up. The result showed that before reform and o- pening-up policy,its environment was quite closed, and only depended on changing international politics situation. It aimed at free autonomy and limited identity, and was divided into three sudden phases. After reform and opening-up policy, its environment has changed to opening and diversification, and depends on both international and national politics. It aims at realistic national interest and international responsibility,and is divided into two sequent phases. Finally, after Beijing Olympic Games, China participates in world sports affairs more active,initiative and constructive for contributing a peaceful, stable and modern world.
