基于医院中药饮片实施“相对零库存”优化管理的研究

摘　　要：目的研究特定的中药库存控制策略,为医院药品的库存与使用优化管理提供参考。方法改造中药房与周转库的仓储硬件设施;优化人力资源配置,强化管理机制;科学制订采购计划;开展对饮片供应商的遴选和评价;发挥"药品质量管理小组"对中药供应与质量的监督作用。结果中药周转加快,库存积压减少;效期药品循环良好,减少资金与空间的占用,;管理人员素质与工作效率得到提高;完善了饮片供应商遴选和评价的一体化协作体系,有效保证了临床供应。结论通过实施"相对零库存"基本实现医院中药库存成本的最低化、效用的最大化。Objective To study the specific control strategy for Chinese herbal inventory, so as to provide reierences for the optimized management of the use and inventory of drugs. Methods To construct the stock hardware facilities such as TCM pharmacy and intermediat depot, to optimize human resource allocation, to strengthen management mechanism, to map out purchasing schedule scientifically, to select and evaluate the supphers and to play the role of supervision of the term of quality management on the supply and quality. Results The relative null stock model can accelerate the turnover of TCM, limit the quantity of dead inventory, can reduce the occupation of fund and space, can improve the quality and work efficiency of administrators, can perfect the consructment of the mechanism of supplier selection and evaluation and can ensure the clinical medicine usage. Conclusion By using the relative null stock model, it has been get the minimum cost of TCM in inventory and achieve the largest utility.
