摘　　要：目的:评价2009年省级疾病预防控制中心突发公共卫生事件处置能力状况,并通过绩效考核检验该部分指标的科学性、合理性和可操作性。方法:采集2009年省级疾病预防控制中心突发公共卫生事件应急处置能力的数据,从应急组织架构、应急物品储备、应急处置能力3方面与绩效考核标准进行比较后判断其达标情况。结果:2009年我国省级疾控中心突发公共卫生事件应急组织架构建设的13个分项目均有不同幅度的提高,应急物品储备齐全率平均为68.6%,预案体系完整率平均为95.1%,突发公共卫生事件原因查明率平均为97.7%,突发公共卫生事件规范处置指数平均为0.925。结论:省级疾控中心的应急基本建设全面加强,应急能力提高,但应急物品储备有待加强。绩效考核结果客观、全面反映了我国省级疾控中心突发公共卫生事件应急处置能力的现状。Objective： To figure out the disposal ability of public health emergencies of provincial Centers for Disease Control and Prevention（CDCs） in 2009.Methods： Data related to the disposal ability of public health emergencies of provincial CDCs was collected and compared to the standard from 3 dimensions including public health emergency organization structure,public health emergency reserves,and the disposal ability of public health emergencies.Results： In 2009,13 items of public health emergency framework construction were,to different extent,strengthened;the mean adequate rate of public health emergency reserves was 68.6%;the mean rate of complete pre-arranged planning was 95.1%;the rate of reason ascertained for public health emergency was 97.7%;and the index of reasonable disposal of public health emergencies was 0.925.Conclusion： The disposal ability of public health emergencies of provincial CDCs has improved a lot with a comprehensive improvement of basic construction.However,the public health emergency reserves still needed to be strengthened.The performance evaluation objectively reflected the current performance of provincial CDCs on the disposal ability of public health emergencies.
