摘　　要：宽带网络实际速率低于运营商的标称速率,这种状况在全球普遍存在;一些国家的监管机构发布的网速测评结果也证实了这一点。其中,美国、英国宽带测试报告所采用的方法及评估模式,将对全球其他国家进行宽带性能测试评估提供借鉴。In order to ensure the implementation of broadband strategy, FCC of US and Ofcom of UK respectively have been carring out broadband testing, and published testing reports, which made in-depth analysis in the broadband network services, provided more detailed information about broadband performance, and helps users to choose broadband service provider. In addition, FCC launched the online broadband speed test tool for consumers. This research and related data provide a good foundation for assessment of the performance and reliability of broadband networks, which is the key step for further research on broadband networks. FCC’s 'consumer broadband test' research shows that, the actual speed of most broadband service providers could reach 80%-90% of advertised speed, which has been much improved since two years ago. The test of Ofcom shows that the actual speed of ADSL technology was far from advertised speed, while the actual network download speed of optical fiber and Cable technology could reach 80%-90% of advertised speed. In addition, both FCC and Ofcom said that they will continue carrying out the investigation about broadband performance, and will expand to mobile field, which could help consumers, government and mobile broadband providers to understand the network performance better.
