城市地下空间开发利用的问题与对策研究——以武汉市为例

摘　　要：地下空间作为城市建设的新型国土资源,开发利用地下空间有利于打造资源节约型和谐城市与创建环境友好型宜居城市。现阶段我国城市地下空间开发利用实践中存在的问题体现在缺乏综合利用的战略规划、规划的先行性和强制性难以落实、缺乏综合性的协调管理组织、相关法规建设滞后、投资主体单一、融资手段有限和运营方式守旧等方面。本文针对武汉市的实际情况,在地下空间开发利用的规划、制度建设和运作模式方面提出了对策建议。Underground space is a new land resource of city development. Development and utilization of underground space are advantageous to build a resource-conserving and environment-friendly city. At present, there are many problems existing in our practice of city underground space development and utilization ： lacking strategic plan of comprehensive utilization, difficult in carrying out the plan in advance and force, lacking comprehensive and coordinating management organization, lagged construction of legislation, single subject of investment, limited means of financing and old way of operation. In view of the actual situation of Wuhan, the paper puts forward the solutions in the aspects of plan, institutional construction and operating mode of city underground space development and utilization.
