摘　　要：分析火灾成灾演化过程及原因,阐述火灾成灾演化与"四个能力"建设的关系,提出增加预警能力建设、实行注册消防管理人制度、调整消防监督检查的重点、改变"逢火必罚"的观念与做法等建议。This article establishes the evolution mechanism mode of fire disaster, analysis the process of fire disaster evolution, describes the relationship between the mechanism mode of fire disaster and ＂four capacities improving＂, proposing four ad vices： to raise early warning capacity, implement the system of certified fire manager, adjust the key points of fire inspection , and change the concepts and practices- ＂every fire must be punished＂.
