摘　　要：少数民族是我国一个独特的发展单元。推进少数民族事业的发展,需要进一步明确少数民族事业的内涵。根据其内涵,"十二五"所面临的形势与任务和我国少数民族地区的实际,制定其发展重点。本文应用区域发展规划一般理论,重构了我国少数民族事业"十二五"发展重点,可为政府部分制定规划提出决策参考。Ethnic minorities are one unique part of development in China. It is necessary to further clarify its connotation so as to promote ethnic minority cause. Development keys should be settled in accordance with its connotation, situation and tasks in 12th FiveYear period, and the status quo of ethnic area in China. By adopting general theories of regional development planning, the article reconstructs the development keys of ethnic minority cause in 12th Five-Year period so as to offer policymaking reference for planning of local governments.
