摘 要:公共服务均等化是党的十六届五中全会率先提出的改革命题,能否实现公共服务均等化很大程度上取决于基层政府。但由于历史条件和现实因素,基层政府在推进公共服务均等化进程中面临着诸多困境,如提供主体单一、事权财权不等、绩效考评机制不健全、监督机制不完善等。进一步推动基本公共服务均等化,基层政府应加强立法,发挥非政府组织作用,同时实现财政体制、绩效考评机制、监督机制和公民参与表达机制的完善和创新。The equalization of public service is a concept first proposed in 5th Plenary Session of the Sixteen Central Committee.Realization of the equalization of public service depends largely on the grass-roots government.But because of historical conditions and practical factors,there exist many dilemmas to grass-roots government in the course of the equalization of public service.That is,provided subject is single,power is unequal to finance,performance evaluation mechanism is not perfect,supervisory mechanism is not perfect.To further promote the equalization of basic public service,grass-roots government should strengthen legislation,play the role of non-governmental organizations,and at the same time realize the innovation of finance system,performance evaluation mechanism,supervision mechanism and civic participation expression mechanism.
