洛阳市伊滨区产城融合发展的战略思考

摘　　要：伊滨区是继洛南核心区建设后开始拓展新建的重要区域,也是河南省委、省政府建设洛阳动力谷重大战略构想中的重要规划区域。要在新城区建设发展过程中不走弯路,就迫切需要产业化和城市化有机融合,打造产业功能、城市功能、生态功能一体化的宜居宜商宜业现代新城。在学习欧美新城建设理论及借鉴我国中西部新城建设成功范例的基础上,分析伊滨区开发建设现状及存在的问题,提出促进伊滨区产城融合发展的对策建议。Right after the construction of South Luoyang core area,Yibin district is another strategic layout of a new extending city area,one of the important areas of Luoyang dynamic valley planned by Henan Provincial Party Committee and Provincial Government.In order to avoid detours,we must have a plan to build a modern city favorable to live,to commerce and to develop industry,namely,to put production function,urban function and ecological function into an integration,so as to combine the industrialization and urbanization together.Based on American and European urban construction theory,and on the successful samples in the central and west part of China,the paper analyzes the present situation and the existing problems in exploitation and construction of Yibin district,and works out the corresponding measures for the development of city and industry integration in Yibin district.
