摘　　要：抗战全面爆发以后,日军所到之处,烧杀抢掠,商业遭受严重破坏。华北各根据地政府成立以后,成立商业管理机构,制定恢复和发展政策,采取多种措施建设商业,取得了显著成就,产生了积极影响。With the eruption of the Anti-Japanese War,the Japanese invaders committed atrocious and brutal crimes of burning and looting anywhere they went and where businesses were severely destroyed.After establishing the governments of the Base Areas in North China,the local governments set up business managerial organs,formulated business policies and adopted a variety of measures to boom business,and gained remarkable success and brought about positive effect.
