服务型政府及其建设研究——以嘉兴市劳动和社会保障部门为例

摘　　要："服务型政府"是指在人民主权、以人为本的理念指导下,在民主法治的框架内,把为公众服务作为政府自身存在价值、运行方式和发展目标的政府模式或曰政府形态。其建设不仅必要,而且可行。建设路径为:确立服务理念,调整机构,强化政府的服务职能;建立健全依法行政、民主行政、责任行政机制;培育公共精神,鼓励和服务于公众参与,建立公众参与的机制;创新服务方式,加快电子政务建设,建设和实现阳光政府;推进财政保障机制建设,将资源尽可能多地投向公众服务事业。＂Service-oriented government＂ refers to the type or mode of government that,under the guidance of people＇s sovereignty and people-oriented philosophy,sets public service as its value of existence,operation mode and development objective within the framework of the democratic rule of law.The construction of such a government is not only necessary but also feasible.The steps include： to establish the service philosophy,adjust mechanism,strengthen the functions of government services;to establish a sound mechanism of lawful administration,democratic administration as well as responsible administration;to cultivate public spirit,serve to encourage public participation and establish mechanisms for public participation;to innovate service modes,speed up e-government and build a sunshine government;to promote financial security mechanisms and invest as much resources as possible to public services.
