摘 要:基于新劳动法实施后的七省调查数据,检验了劳动制度变迁过程中各消费阶层的过度敏感性。检验结果显示,除低消费阶层外,其他四个消费阶层的过度敏感性非常显著。应用重置权重复回中心映射的无条件分位数回归(RIF)和Oaxaca分解法,将新劳动法对不同消费阶层的总分配效应分解为消费者组成效应和消费结构效应(又称作政策效应)后可以发现,前者是因制度变迁前后消费者个人特征发生改变的结果,而整体过度敏感系数变动则是后者变动之因,两种效应均对各消费群体产生影响,除高消费阶层外,其他四个消费阶层中的消费结构效应起主导作用。研究还发现,当消费者所处的消费阶层位置极高时,消费者结构效应会失灵,消费者组成效应完全起主导作用;反之,当消费者所处的消费位置极低时,劳动力组成效应很小,而消费结构效应很大。This paper examines the excess sensitivity of different consume groups in labor institution transition based on the survey data of seven provinces after the new labor law enforcement.The results show that the excess sensitivity is significant in the other four consume groups except the low consumption one.By making the use of RIF regression and Oaxaca decomposition,the total distribution effect brought by the enforcement of new labor law to different consume groups is analyzed into consumer composition effect and consumption structure effect(also called policy effect) in this paper.The total excessive sensitive coefficient change is the reason for the latter.Decomposition results show that: two kinds of effects have an impact on all consume groups.Consumption structure effect plays a leading role in the other four consumer groups except the high consume one.This research also finds that consumption structure effect will fail and consumer composition effect plays a leading role completely if the consumer stays in an extremely high position in the consume group.In contrast,low consumer composition effect and huge consumption structure effect will be presented in extremely low consume group.
