从区域公共管理到区域治理研究:历史的转型

摘　　要：当代中国的区域公共管理研究发轫于十多年前,迄今已取得显著的进步。当前,我国的政治、经济和社会生态发生了新的积极的变化:一是公民参与领域向区域公共事务不断拓展;二是社会组织发展的放松管制有利于非营利组织参与区域性公共事务;三是区域一体化的全面推进重塑着传统的政府间关系;四是公私合作伙伴关系在区域公共物品生产中发挥着愈发重要作用。在此背景下,实践中的区域公共管理正历经向区域治理的"增量"嬗变。与此相适应,中国的区域公共管理研究也应主动调适,逐渐实现向区域治理研究的历史转型。我国未来的区域治理研究,不仅要有国际视野,能够与国际学界展开学术交流与学术对话;更应扎根于中国区域公共事务治理的现实场景,构建具有本土生命力的学术概念和理论体系。China has made a significant progress in the field of regional public management research since ten years ago. At present, some new positive changes have been arising in China＇s political, economic and social ecology： First, the citizen participate in regional affairs being larger and larger; Secondly, the deregulation of social organization is conducive to nonprofit organizations in participating regional public affairs ; Thirdly, the overall advancing of regional integration is reshaping the traditional inter governmental relations; Fourthly, public private partnerships play increasingly important role in the production of regional public goods. In this context, the practice of regional public administration is going through a transmutation of the ＂incremental＂ to the regional governance. To meet this requirement, the regional public management research in China should take the initiative to adjust the progressive realization of the historical transformation to regional governance. The future of regional governance in China should not only have an international perspective to expand academic exchanges and academic dialogue with the international academic community but also be rooted in the reality of China＇s regional public affairs governance scene to build the local vitality of academic concepts and theories.
