摘　　要：区域战略性技术路线图是运用技术路线图理论、思路和方法落实区域科技"十二五"规划的尝试和创新。本文从分析技术路线图在区域层面的重要作用、传统技术路线图思路在落实规划研究中的局限入手,阐述了上海区域战略性技术路线图的主要设计、主要特点和研究方法,以上海集成电路战略性技术路线图为例,给出了作者在区域战略性技术路线图制作实践过程中的主要经验和体会,实证了区域战略性技术路线图三图一体的核心思想。最后,对上海区域战略性技术路线图的应用效果进行了预测,指出了技术路线图在实施过程中的关键要点。Regional strategic technology roadmap is an innovative tool, which utilizes the theory and methods of technology roadmap, to implement regional 12th Five-Year Science and Technology Plans. This paper first discusses the importance of technology roadmap on regional level as well as the limitations of industry and product technology roadmap in implementation. Then the main architecture, chief fealures and research methods of regional strategic technology roadmap are described, with a case study in Shanghai integrated circuit industry. The Three Diagrams in One is highlighted and demonstrated. In the end, the future effects of regional strategic technology roadmaps in Shanghai are expected, along with the key points in a regional strategic technology roadmap practice.
