摘 要:文章基于代建制前期代理和中期代建的两阶段划分理念,分析了代建人管理成果指标体系的特征、原则和操作方法。以前期代理为切入点,定义了前期代理管理的范畴,分析了项目前期工作内容,重点研究了代建人前期代理管理成果评价模型。模型以定性指标与定量指标相结合的原则,以便于动态反映管理过程和结果。将专家调查法分别与熵理论和层次分析法结合,对初拟的指标进行筛选、确定权重,建立模糊综合评价模型,构建了前期代理评价体系。最后选取了二个有代表性的案例进行实证研究,说明本评价体系如何在动态评价和静态评价中的应用,验证了所建指标和评价体系的实用性。Based on the concept of two stages of the agent construction management process which are prophase agency and implementation agent construction, the article analyzes the characteristics of the index system, principle and operational approach of the agent management performance. Focusing on prophase agency, the article defines the prophase agent category, analyzes the project preliminary work content, and concentrates on the management performance evaluation model of prophase agent. Based on the principle of association of qualitative and quantitative, the paper reflects the management level dynamically, makes expert investigation method combination with entropy and analytical hierarchy process respectively, in order to select indicators which have been determined and work out relative weight of each indictor, then builds a fuzzy comprehensive evaluation model and the evaluation systems of prophase agent. Finally, two empirical studies prove that the evaluation system can be used both in dynamic and static evaluation, and verify the validity of the evaluation system.
