摘　　要：民间组织参与农村公共服务供给被视为解决现有农村公共服务供给窘境的一大制度创新,政府——市场失灵论、契约失灵论以及志愿失灵论都对该供给模式提供了理论上的支撑。但在现实中,民间组织参与供给还有不少障碍,如供给模式同农村社会资本存在对接问题,民间组织公信力危机等。要克服这些障碍,建议重构农村社会资本,加强政府同民间组织合作,创新民间组织管理体制。civil organizations provide the ruralpub- lic services, which is a system innovation. The govern- ment-market failure theory, contract failure theory and voluntary failure of theory support the innova- tion. But now the innovation involved in many obsta- cles, such as the innovation and rural social and civil organizations credibility crisis. To overcome these barriers, we should reconstruct rural social capital; strengthen the cooperation between government and civ- il organizations; innovate the civil organizations management system.
