基于农村基础设施建设的农业政策性金融组织体系构建

摘　　要：市场机制与政府机制相结合的农业政策性金融理应为具有准公共产品属性的农村基础设施提供资金支持,针对当前唯一的农业政策性金融机构的中国农业发展银行功能弱化、组织体系低效,未能给予农村基础设施足够的融资支持的现状,在借鉴国际上农业政策性金融组织体系通行做法的基础上,重新构建了双层合作的农业政策性金融组织体系,提出了加强农村基础设施贷款项目管理、健全财政对农业政策性金融机构的利益补偿机制、加强农业政策性金融机构的运营管理等保障措施。The agricultural policy finance system which combines market mechanism with government mechanism should provide financial support to the construction of rural infrastructure which belongs to public properties. However, the Agriculture Development Bank of China,as the only such kind of financial agency in China, can not meet the financing demand of rural infrastructure. Based on analysing the present situation in China and learning from the experience abroad, this article constructs a double-deck cooperative system of agricultural policy finance, and puts forward some tilization, improving the and so on. measures to assure the run of the system, such as strengthening the management of fund utilization,improving the financing benefit to compensate the mechanism, establishing relevant laws and regulations and so on.
