摘　　要：中国水电工程的建设环境正在发生深刻变化,对水电工程造价咨询服务价值链的研究越来越重要。为此,从工程造价咨询机构业务拓展的角度,论述水电站工程全过程造价咨询服务的专业发展途径,结合水电站工程的设计阶段划分和《建设项目全过程造价咨询规程》,重点从交易、施工和竣工三个阶段阐述水电站工程的全过程造价咨询服务。分析认为,工程造价咨询企业目前应该重点开展招标代理、标底编制、合同价差调整和变更索赔及合同纠纷处理等业务,并为企业未来发展储备人力资源,做好开展竣工决算、项目后评价、工程审计司法鉴定等业务的准备。The study on the cost consulting value chain of hydropower engineering is more and more important in China as the deep change of construction environment. From the perspectives of expanding the engineering cost consultation service, the professional development approaches of whole process cost consultation service are discussed herein. Combined with ＂Regulations of Construction Project Whole Process Cost Consultation＂, the whole process cost consultation service of hydropower engineering is stated with emphases on transaction stage, construction stage and completion stage of a project. The analysis shows that the cost consultation should currently focus on the fields of tender agent, preparation of lower limit on bids, contract price differential adjustment and contract dispute treatment, and in the meantime, reserve human resources for enterprise future development and final completion accounts, post-evaluation, engineering audit and judicial identification.
