摘　　要：良好的政务环境是衡阳市推进富民强市的重要保障。分析衡阳市政务环境与制度创新取得的成绩及存在的问题,是优化衡阳市政务环境、规范政务行为的重要前提。为进一步优化政务环境,必须规范公共财政制度,强化"一站式"政务服务中心功能,探索决策、执行、监督三权分立机制,培育和弘扬创业精神,以大开放的气度迎接大发展。A good government affairs environment is an important guarantee for the building of a well-off and strong city. Making an analysis on the achievements and problems in government affairs environment and system innovation of Hengyang City is the precondition of improving the government affairs environment and regulating its behavior. Thus, it is important to regulate the public finance system, improve the performance assessment system, strengthen the online government service, seek the separation of decision-making, practice and supervision right, promote the entrepreneurial spirit and greet the big progress with an open mind.
