摘 要:随着我国工业化进程的加快和人口规模的扩张,许多传统的丰水城市也凸现出严峻的水资源问题,引入水权交易这一促进水资源优化配置的辅助机制以改善丰水城市的水资源管理日益显得必要。首先以武汉市为例,对丰水城市建立水权交易制度的驱动力进行了分析,得出水环境质量的改善与经济结构调整是其主要驱动力的结论;进而结合我国水权制度的特点与丰水城市的水资源现状,从水权初始分配与交易的方式、交易期限、交易价格及监管机制等角度进行了具体的探讨与分析,并构建起了丰水城市建立水权交易制度的技术框架。With the acceleration of industrialization and population growth,many traditional water-abundant cities in China are now faced with severe water resources problems.It's quite necessary to build water rights trading system which has been proved to be a good assistant measure for water optimal allocation to improve the water resources management in these cities.As an example,the improvement of water environment quality and economic restructuring in Wuhan city are analyzed and are concluded to be the main driving forces of water rights trading.In view of the characteristics of water rights system in China and the specific conditions of water resources in water-abundant cities,the initial allocation of water rights,trading mode,term of validity,trading price and regulatory mechanism are respectively discussed and a framework of the system is built.
