香港警方处置人质事件谈判原则对内地警方的启示

摘　　要：香港警方谈判组在人质事件处置过程中坚持以人为本,安全、和平解决人质事件、谈判优先,指挥员不可兼谈判员等谈判原则,对内地警方在处理人质事件中具有积极借鉴和学习作用。The negotiation team of Hongkong police persists in the rules of the spirit of focusing on people, peaceful and safe solving hijacking hostage, giving priority to negotiation, and commander can not serve as a negotiator simultaneously. The practice in dealing with hijacking hostage will be of active meaning and push action.
