摘　　要：领导工作是一门科学,随着现代社会经济、文化、科学技术的高度发展,任何组织和群体要有效地进行活动,顺利地实现既定的目标,就必须实施科学的领导。因此,研究、探讨提高领导科学发展能力有着重要的现实意义。要在实践中提高领导科学发展的能力,着眼点应放于"张"、"弛"二字上,而道家的"无为"思想就充分体现了这两个字眼,这可以为我们提高领导科学的发展提供某种借鉴,具有一定的价值和意义。The leadership is a science. With the development of modern social, economy, culture, science and technology, any organizations or groups, which want to effectively carry out and successfully achieve the estab- lished goals, must implement the scientific leadership. Therefore, the study of scientific development to improve the leadership capacity has important practical significance. To improve the leadership in practice, the focus should be placed in the ＂control＂ and ＂relax＂. The Taoist ＇, Inaction＂ fully embody these means. It can for us to improve the scientific leadership development of a reference of meaning and value.
