以科学发展观为指导稳步推进国有林场改革

摘　　要：目前,我国国有林场改革已经成为林业改革的一项重要内容。从我国国有林场的基本情况来看,改革具有必要性和紧迫性,且改革的条件也基本成熟。推进国有林场改革必须以科学发展观为指导,坚持以改革促发展,确保国有林场森林资源不断增长和质量不断提高;坚持以人为本,正确处理改革、发展与稳定的关系,着力保障和改善民生;坚持把加快改革与解决历史遗留问题相结合,加大扶持力度,努力为国有林场发展创造良好的环境。Currently, state-owned forest farm reform of China has become an important content of forestry reform. According to the basic situation, the reform is necessarily urgent, and the preconditions are nearly mature. Promoting the reform should be in the guidance of the Scientific Concept of Development, maintain to promote development by the reform, and ensure the constant improvement of quantity and quality of state-owned forest farm forest resource. It also should insist on the people oriented concept, handle well the relationship between reform, development and stability, and focus on ensuring and improving people livelihood. Besides, the reform should integrate strengthening reform with solving problems left over by history, provide more support, and endeavor to build well environment for the development of state- owned forest farms.
