摘　　要：社会管理创新是我国经济社会发展到新阶段的战略性任务,转变政府职能,建设公共服务型政府是社会管理创新的基本前提。本文分析了社会管理创新实践中政府转型的必要性,明晰了政府转型的两条主线,并对建设公共服务型政府的着力点进行了探讨和论证。Social management innovation is the strategic task of China＇s economic and social development to a new stage,lhe trans- formation of government functions ,construction of public service-oriented government is the basic premise of social management in- novation.In this paper,we analyze from four aspects of the need for government transformation in the practice of social management innovation, the transformation of the government＇s two main lines,and construction of public service-oriented government focal point for the analysis and appraisal.
