论基层政府社会矛盾调处机制的构建

摘　　要：党的十七届五中全会通过的关于"十二五"规划的建议明确提出,要创新社会管理,健全党和政府主导的维护群众权益机制,建立调处化解矛盾纠纷综合平台,切实维护社会和谐稳定。基层政府应以保障民生、改善民生为根本,把基层社会矛盾的调处作为常态建设,尽快建立和完善社会矛盾调处体系,构建系统的社会矛盾预警、防范和化解机制,妥善调处各类矛盾冲突事件,促进社会和谐发展。China's '12th Five-Year Plan' adopted in the fifth plenary session of 17th CPC Central Committee explicitly proposes to innovate social management,improve the CPC and government-led mechanism to protect the rights and interests of the general public,establish a comprehensive platform to mediate and resolve conflicts,and earnestly maintain social harmony and stability.The grassroots government should set its fundamental goal to safeguard and improve the livelihood of the people,normalize the mediation mechanism for grassroots social conflicts,timely establish and improve the mediation system for social conflicts,establish an early warning,prevention and mediation mechanism for social conflicts,properly handle various conflicts and promote social harmonious development.
