摘　　要：通过考察城乡养老保险制度不同的发展历程,发现两套制度的发展具有趋同的特点,表现为在财政支持下,农村社会养老保险制度正与企业职工基本养老保险制度逐渐衔接,并在制度模式上与企业基本养老保险制度接近。社会养老保险城乡统筹实践蕴含公民权利城乡平等、城乡均衡发展等理念。随着经济和社会的不断发展,两套制度有望合二为一,成为城乡统一的社会养老保险制度。Through the investigation of the different development courses of urban and rural endow- ment insurance system, we found that the two sets of development system have the characteristic of convergence. With the support of finance, the rural endowment insurance is gradually linked with the company workers＇ basic endowment insurance. The rural and urban integration in endowment insur- ance shows concepts like equality between rural and urban citizens, balanced development of urban and rural areas, etc. With the development of economy and society, these two systems may be formed into one, being the unified urban and rural social endowment insurance system.
