2011年贵州省结核病防治经费测算需求及缺口分析

摘　　要：目的通过省地县三级结核病防治经费测算,掌握全省结核病防治工作年度所需经费,为各级开展结防工作需求的经费及财政经费投入提供依据。方法省地县根据工作需要制订带有经费预算的年度工作计划,采用《中国疾控中心结核病经费预算软件》进行数据录入和分析。结果 2011年全省结核病防治经费需4 244.36万元,计划落实2 481.97万元,占58.48%。进一步筹措资金为456.68万元,占10.76%。总缺口为1 305.71万元,占30.76%。需方需求为1 883.59万元,缺口为155.46万元,占8.25%。供方需求为2 360.76万元,缺口为1 150.25万元,占48.72%。省地县经费缺口中,县级缺口较大,培训和督导缺口均在70%以上。结论贵州省结核病防治经费缺口较大,尤其是供方经费;省地县三级经费需求缺口逐级增大,需加大各级财政投入,尤其是地县级财政投入。Objective To take the reins needs of tuberculosis（TB） control funds in Guizhou Province,through funds budget of province,prefectures and counties to conduct and provide evidences for TB control funds and financial funds investment.Method The annum TB working arrangements with funds budget were enacted according to the needs of TB working in province,prefects and counties.Information was recorded and analyzed by software of TB funds budget in Chinese CDC.Results Total of 42 million were needed in 2011 in Guizhou Province.24 million was planed implement and accounted for 58.48%.4.56 million further financed and accounted for 10.76%.The whole gap was 13 million and accounted for 30.76%.The needs of acquirer was 18.8 million and the gap was 1.55 million（8.25%）.The needs of supplier were more than 23.6 million and gap was 11.5 million（48.72%）.The gap of counties level was much more than province and prefecture and funds gap of training and supervision were more than 70%.Conclusions The gap of funds budget was lack in Guizhou Province,especially the supplier Funds.The counties level was the most lack of funds among province,prefectures and counties.Therefore,funds of TB control should be enhance the finance supplementary investment of different levels,especially prefectures and counties level.
