民间网络反腐现象的法律思考

摘　　要：从网上发帖到民间反腐网站的建立是实现公民监督权的新的表现形式。民间网络反腐是信息和网络时代与腐败作斗争的应然要求,不仅符合我们长期坚持的依靠群众路线拒腐抗变的工作原则,而且可以弥补传统反腐机制的缺陷。规范民间网络反腐,发挥其长效机制,关键是要建立民间与官方在反腐网络上的沟通与协调,对其加强管理和科学引导,实行奖励和惩罚并行的机制。Anti -corruption＇web postings and anti -corruption networks are new ways to supervise the governments. All these new ways result from the combat with corruption in new age of network information technology. They accord with our anti - corruption principle, which says that we should combat corruption by relying on the masses and sticking closely to the mass line. Besides, these new ways could also make up for the defect of traditional anti - corruption ways. In order to make the network anti - corruption more useful, it is necessary to establish the communication channel between the public and the government, as well as to supervise and guide the network.
