摘 要:目前对收费公路问题的讨论很多,但缺乏从经济学角度的系统认识,从公路的经济属性出发,解析高速公路和一般公路的经济属性的异同点,提出作为公共产品的公路,普通公路和高速公路的公共产品化程度是不同的,普通公路的公共产品化程度更显著,而具有一定垄断特性的高速公路的公共产品程度较低。在考察国外发达国家针对收费问题的具体举措上,提出普通公路不应该收取通行费,高速公路可以收取通行费作为对"级差效益"的补偿。最后,在对我国高速公路收费权益转让制度认可的基础上,提出我国收费公路权益转让更重要的是要形成收益权转让的"市场",提出我国公路收费管理和收费制度改进的方向。There is a lot of discussion about toll road at present in China, but most of them lacking systematic understanding form economic perspective. Started from the economic attribute of road, this paper analysed the similarities and differences of expressway and ordinary highway in economic attribute, then pointed out that as the public goods, the public good levels of ordinary highway and expressway are different, the public goods level of ordinary highway is more notable, yet the public goods level of expressway which has a certain monopoly is lower. Based on the investigation of specific measures of developed countries in road tolling, the paper pointed out that ordinary highway should not be tolled, while to expressway it should be tolled to compensate for the "differential benefit" in China. At last, the paper agreed in highway tolling in China, and proposed that the most important thing is market" for interests transfer policy management and road toll policy. for toll highway, then pointed out the with the interests transfer policy to set up the "interests transfer developing direction of road toll
