生育保险基金医疗费用支付政策调整空间研究:以北京为例

摘　　要：目的:针对累计结余历年持续偏高现状,对生育保险基金医疗费用支付政策调整空间进行了研究。方法:在对各相关变量预测基础上,以北京市为例,就不同医疗费用支付政策方案下的基金运行进行模拟分析,并提出"可调整率"作为政策调整空间测度指标。结果:不同方案下调整率均为正值,且均高于5%的水平。结论:生育保险支付政策存在一定政策调整空间,有必要进行适当调整以提高生育保险制度运行效率。Objectives： Aiming at accumulative balance is relative high, the payment policy adjustable space on medical treatment expenses for maternity insurance management is analyzed. Methods： By forecasting the relevant variables, a simulation research on the different expenses payment policy scenarios has been done and a ratio as measurement of policy adjustment is used. Results： The result sbows that all of the ratios are positive and higher than 5% of the fund income per year. Conclusion： This means that the residual of maternity insurance fund is high enough that there exists policy adjustable space to improve tile efficiency of the maternity insurance mechanism.
