摘　　要：我国农村信用合作社自2003年启动专项改革以来,取得了重要进展和阶段性成果,但由于几十年来农信社官办化严重、历史包袱重和缺乏群众参与基础等问题,现有农信社机制不完全适应新农村建设和农业现代化发展的要求。从我们所调查的湖南浏阳市农村合作银行体制改革的实践来看,农村信用合作社机制的改革和完善,是创新我国农村金融体系中至关重要的一环。Although it has made great progress and initial results in its system reform since 2003,the current financial systmen of the Rural Credit Cooperatives of China does not fully meet the requirements for building new socialist countryside and promoting development of agricultural modernization due to the problems of heavy historical burden and the lack of mass participation.The research on the reforms and innovations of Hunan Liuyang Rural Cooperative Bank shows that the reform and perfection of rural credit cooperatives is a necessary and important part of China＇s rurual financial system.
