摘　　要：1864年俄国远东地区出现了第一批朝鲜移民,此后,朝鲜人由于经济、政治等原因纷纷从海路、陆路向俄国移民。俄国对朝鲜移民的政策不仅受国家发展战略的影响,更受近代国际关系的制约。俄国对早期朝鲜移民的安置虽然遭到了朝鲜政府的谴责,俄国也担心边区被"朝鲜化",但为了开发广袤的远东,仍然对朝鲜移民采取了鼓励和支持的政策。此后,在东北亚各国力量此消彼长,以及世界大战爆发等国际关系因素的影响下,俄国对朝鲜移民的政策几经调整。其政策的变化体现了俄国以国家利益为中轴,相机而动的现实主义特性。In 1864,the first generation of Kоrean immigrants appeared in Far East of Russia.After that,more and more people from Korea moved to Russia via sea or land and settled down for the reasons of economy and politics.Russia's policy towards the Korean immigrants was not only affected by the strategies of national development,but also by modern international relations.In order to develop the vast Far East,Russian government adopted encouraging and supportive policies,even though Russia's placement for early Korean immigrants was condemned by the Korea government,and the worry of being 'Koreanlized' existed.Later,the Russia's policy on Korean immigrants was adjusted for several times,under the influence of the power shift in Northeast Asian countries,the outbreak of the World War One and other international factors.The policy changes reflect Russia's realistic features characterized by the priority given to its national interests and flexibility shown in adjusting its foreign policies.
