摘 要:"城中村"改造中常见的安置补偿方式产权置换、货币补偿等,虽然在短时间内能够给予较多补偿,但在长期稳定地保障失地村民生产生活方面存在一定弊端。为此,一些城市开始探索新的安置补偿方式——为村集体保留产业用地。作为一种新生事物,必然存在着有待完善的地方。为深入研究这种安置方式实施情况,本文在对多个城市保留产业用地政策对比分析的基础上,以武汉市为例,对烽火村和白桥村保留产业用地政策实施效果进行调研。分析后发现,武汉市保留产业用地政策在留地比例、供地方式、用地选址落实和土地流转收益分配上存在着一些问题。为此,需要多管齐下完善这一政策。相关政策启示包括:深化征地制度改革、完善相关及配套法律法规、有选择性地推行保留产业用地政策和调整留用地收益分配方式等。Property right exchange and monetary compensation is the common resettlement compensation mode in "Village in city" reconstruction. Although they can provide more compensation in a short time, in the long-term, they exist certain drawbacks in stable and security ensure the production and living of landless farmers. Therefore, some cities began to explore a new way for compensation, such as reserved industry land for village collective. As a new thing, there must be a place where need to be improved, in order to further research the implementation of this mode, this paper takes Wuhan city for example. Research team conducted an investigation and study for the implementing effect of reserved industry land in Fenghuo village and Baiqiao village. And the research shows that there are some problems in industry land ratio, supplied ways, project site location and income distribution. So multi-methods must be taken into account to improve these policies, such as deepen the reformation of land expropriation system, perfect the related legislation, enforce the industry land policy selectively and adjust the income distribution mode of industry land and so on.
