摘　　要：宪政是现代国家运用良性宪法管理国家的政治制度,是现代国家的标志。从本质上说,宪政是国家权力与公民权利之间的平衡机制,也是国家权力部门内部的平衡机制,是国家构建和谐社会的主要机制。宪政是建立在宪政理念、宪政文化和法律制度基础之上的一系列原则。Constitutionalism is a political system which a modern state administers its country with benign constitution,and which is a symbol for the modern state.In essence,constitutionalism is a balance mechanism between the state power and civil rights and among internal power departments of the state,and is the main mechanism of constructing a harmonious society.Constitutionalism is a series of principles based on the Constitutional concept,the constitutional culture and legal systems.
