国家商品粮基地城镇化建设模式——农村综合开发

摘　　要：解决国家商品粮基地的"三农"问题,是关系到农民增收和国家粮食安全、生态环境可持续发展的重大战略问题。本文概述了我国城镇化道路和国家商品粮基地现状,分析了国家商品粮基地城镇化的动力机制和外部环境条件,结合科学发展观要求和城镇化总体战略,建立了基于可持续发展的国家商品粮基地城镇化模式———农村综合开发。探讨了农村综合开发中基地产业协调发展、城镇体系布局、村镇设施配套建设和农村人口有序迁移的主要内容,并分析了产业协调发展的基地乡域农业循环经济模式。最后从城乡统筹角度,提出了支撑农村综合开发模式运行的制度改革和政策建议。Solving the ＂Issues of agriculture,farmer and rural area＂ in the state commercial grain bases is the important strategic issue,which is related to the farmer＇s income increasing,the national food security and the sustainable development of ecological environment.Based on the review of the urbanization roads and the status of state commercial grain bases,this paper analyzes the dynamic mechanism and the external environment conditions of urbanization of state commercial grain base.Considering the requirement of scientific view of development and the Chinese urbanization overall strategy,the concept of rural comprehensive development is presented as a rural urbanization mode based on the sustainable development of the state commercial grain bases.This paper also analyzes the content of base industry coordinated development,urban system layout,township facilities accessory construction and the rural population migration of rural comprehensive development,and the agricultural circulation economy mode based on township domain which is put to use in base industry coordinated development.Finally,from the perspective of urban-rural harmony,this paper puts forward rural system reform and the specific policy recommendations which support this urbanization mode.
