摘 要:风电是我国新能源发展的重点,海上风电是风电产业发展的新趋势。我国海上风能资源丰富,具备大规模发展海上风电的资源条件。与陆上风电相比,海上风电的发展面临着一些新的问题和挑战。系统梳理了我国海上风电装机的发展现状和规划,结合海上风电的资源条件和项目建设进展情况,对目前海上风电项目开发中存在的困难和问题进行了研究。重点分析了我国海上风电开发的现状和相关政策以及规划、建设、维护过程中出现的问题,并给出我国加快海上风电发展的建议。Wind power development is one of the keys of China' s new energy development, and the offshore wind power is the new trend of wind power industry. Enormously rich in offshore wind resources, China has suitable conditions for large scale offshore wind power development. Compared with the land-based wind power development, the offshore wind power development is being faced with some new challenges. This paper reviews the status quo and the planning of China's offshore wind power installed capacity, and studies the difficulties encountered in offshore wind power projects with a focus on the current policies and the problems existing in the planning, construction and maintenance of the offshore wind projects. The paper also proposes suggestions on accelerating China' s offshore wind power development.
