摘　　要：在国家产业政策的推动下,国内服务外包示范城市纷纷将软件与服务外包业作为战略产业发展,从税收、人才、资金和投资准入等方面出台了促进软件与服务外包发展的政策措施。在分析和对比成都市和大连市软件服务外包政策和措施的基础上,得出了可供其他示范城市借鉴的启示。Under the national industrial policy,domestic service outsourcing demonstration cities take the software and service outsourcing industry as strategic industry,and introduce some policies and measures to promote the software and service outsourcing development from the tax,personnel,funds and investment access.On the basis of analysis and comparison of the software service outsourcing policies and measures of Chengdu and Dalian,it reaches for the inspiration to other demonstrative cities.
