摘　　要：本文首次提出基于PPP模式建设政府和民间资本共有产权的"青年公寓",将高校毕业生低收入未婚群体纳入住房保障体系,从政策上解决他们的婚前过渡性住房问题,以期完善现行住房保障制度,并通过引进民间资本的投入,实现高校毕业生保障性住房的可持续发展。本文对"蚁族"保障性住房PPP建设模式进行了设计,并对相关的核心问题进行深入分析。This paper proposes that the 'youth apartments' jointly owned by government and private owners be a solution for the accommodation of the 'ant tribe', i.e., the low income college graduates. The inclusion of these unmarried and low income college graduates into the current government-subsidized housing system is an improvement in the current system. The investment of private capital can secure the continuity of the program. Besides, this paper designs the PPP construction model and has an in-depth analysis of the problems involved.
