摘　　要：20世纪30年代是高校毕业生就业形势相对严峻的一个时期,中国曾经两次爆发毕业生求职请愿运动。在此背景下,全国学术工作咨询处推出了小工业贷款计划,试图通过扶助创业的方式来解决高校毕业生的就业问题。这一由政府推出鼓励高校毕业生创业的尝试,为后来毕业生就业问题的解决提供了一定的借鉴。The status of college graduates＇ employment was serious in the 1930s.Two graduates＇ petition movements for job happened in China.So National Academic Work Consultative Bureau put out The Small Scale Industry Loan Project to solve the graduates＇ employment problem through assisting entrepreneurship.This try of assisting entrepreneurship gave the later some inspiration to solve the college graduates＇ employment problem.
