摘　　要：统筹城乡医疗保险体系是完善我国医疗保障体系的重要组成部分。在阐明研究背景同时,系统分析了三大保险体系存在的各类问题,并提出了统筹、整合现有医疗保险体系的系统思路,即通过起步阶段、整合过渡阶段和目标实现阶段三个步骤,以逐步整合资源,建立起多层次城乡统筹的医疗保险体系,提升全民的医疗福利待遇和水平。The co-ordination of urban and rural medical insurance system is an important part to improve our health care system.In our current urban-rural integration process,increased population mobility and frequent changes in personnel in the context of identity,the dual and three-dimensional segmentation of China＇s urban and rural medical insurance system highlighted some problems.especially in the transfer and interface issue of urban employees＇ and urban residents＇ basic medical insurance and new rural cooperative medical system.Therefor,the establishment of urban and rural medical insurance system has important practical significance.Through three steps of the initial stage,integration stage of transition and achievement of objectives to gradually integrate resources,and establish a multi-level urban and rural medical insurance system,and improve the level of people＇s medical welfare.
