摘　　要：权力是施行管理的核心,制约或推动高校发展的关键是规定和控制高校的"权力"。高校是特殊的社会组织,学术权力与行政权力既有共存的合理性,又有冲突的必然性。合理配置学术权力与行政权力,构建二者之间的和谐关系,是高校生存发展的首选理念,是充分履行高校使命的保证,是深化高校管理体制改革,建立现代大学制度的重要内容。Power is the control core.The key that restrict or promote or regulate the development of colleges and universities is the same ＂power＂.Colleges and universities as a special social organization,academic power and administrative power is in coexistence of rationality,and the inevitability of conflict as well.Reasonable distribution of academic power and administrative power,to construct the harmonious relationship between the two,is the survival and development of the first concept,the mission is to perform adequately guarantee,is to deepen the reform of university management system.And the establishment of modern university system is an important content.
