论多元化主体参与社会救助

摘　　要：目前,我国社会救助形势十分严峻,其最重要的原因就是社会救助主体单一,政府部门承担了绝大多数的救助责任,其它社会力量参与严重不足。本文分析了社会救助主体单一的原因,针对问题提出了以政府为主导地位,以企业、非政府非营利组织以及公民个人等为补充作用的多元化主体共同参与社会救助的模式,并提出了相关对策。At present,the situation of social assistance is very serious,because the subject of social assistance is single.The government undertakes the vast majority of responsibility,and other social forces participate in social assistance seriously insufficiently.This essay analyzes the main cause of the problem of the single,and proposes an idea that the diversified subjects which includes the government in dominant position and enterprises、non-governmental organizations、 non-profit organizations 、 individual citizens and so on as the additional role participate in social assistance,and suggests some ways.
