基于订单农业风险管理的农民专业合作社创新研究

摘　　要：为了有效提高农民专业合作社订单农业履约率,促进农业产业化经营。利用博弈论分析订单农业中农户和农业企业违约的条件和原因,指出利用"公司+农民专业合作社+农户"模式和金融衍生工具交易2种方式来解决订单农业违约风险问题。进而分析农民专业合作社在这2种方式中的作用,包括改变农户参与市场的弱势地位,有利于实行农产品标准化生产,提高农户的诚信度,代表农户参与期货市场等。基于此,提出农民专业合作社应扩大业务内容,实现职能创新,培养或引进专业人才,制定相关期货操作规定,禁止从事投机交易;政府则应充分发挥其监督与服务职能,由此不断提高订单农业履约率。In order to improve the performance rate of order-based agriculture and promote the management of agriculture industrialization.The condition and causes are analyzed by the use of game theory,it is pointed that the default risk of order-based agriculture can be solved with the pattern of ＂ company＋ farmer professional cooperatives ＋ peasant household ＂ and financial derivatives trade.Based this,the functions of farmer professional cooperatives is analyzed,which include changing the weak position of peasant household,achieving the standardization of agricultural products,advancing the credibility and integrity level of peasant household,and representing peasant household to trade in future market.Taking the present situation of farmer professional cooperatives into account,farmer professional cooperatives should enlarge service,innovate function,cultivate or import talents people of finance professional ability,formulate relative provision of future operation and format speculation.The government should perfect further the function of service and supervision to improve the performance rate of order-based agriculture.
