摘　　要：实现耕地总量动态平衡是我国当前面临的一项新的重要任务。本文在分析浙江省富阳市的基础上 ,认为实现耕地总量动态平衡应处理好四种关系 ,即有效处理城镇化用地与耕地保护的关系 ,有效处理种粮和开展多种经营之间的关系 ,有效处理占用和弥补的关系 ,有效处理数量和质量的关系。Keeping cultivated land gross dynamic equilibrium is a important assignment which we face currently, Based on the analyses of the cultivated land of Fuyang city in Zhejiang province, the paper consider that keeping cultivated land gross dynamic equilibrium should disposed of four kinds of relations, that is ,Relation between urbanization and protection of cultivated land,between grain planting and other crops, cultivated land occupying and reclamation, quantity equilibrium and quality equilibrium.
