山区县域耕地资源伦理利用的实证分析——以湖南省桂东县为例

摘　　要：我国山区面积广,耕地资源保护难度大,耕地伦理利用重要且紧迫。桂东县是典型的山区县,县域耕地尚处初步伦理利用阶段,存在着水土流失、土壤肥力下降、耕地面积减少、土地被污染等问题,将伦理教育与法制约束相结合、伦理标准与规划管理相结合、伦理利用与生态立县相结合、成立"耕地伦理发展协会"是提高桂东县耕地伦理利用的有效途径。The country areas in China are so large that it is very difficult to protect the cultivated land.So it is very important and urgent to ethically use cultivated land.As a typical mountain country,Guidong is on elementary step of ethical utilization,which are many problems,such as soil erosion,soil fertility dropping,agricultural acreage reducing and land pollution.To improve ethical utilization of cultivated land in Guidong,we should combine ethics education and legal constraints,ethics standards and planning management,ethical utilization and ecologically making country and establish＂cultivated land ethical development association＂.
