我国科技学术期刊分级评价及管理机制探讨  

Exploration of rating assessment and management mechanism of sci-tech journals in China

摘　　要：针对我国科技学术期刊发展水平不平衡的现状,建议国家管理层有必要建立更为宏观的评价体系,采取分级评价和管理机制,对各级别科技学术期刊有针对性地制订不同的发展战略,给予差异化的政策扶持和资金支持。建议分为一级期刊(精品期刊)、二级期刊(优秀期刊)、三级期刊(合格期刊)和四级期刊(不合格期刊)4个级别。学术期刊级别划分主要应采取同行评议、专家评审的方式,进行动态评价,不断吐故纳新,并在合适的时机引入读者评价指标。Given the unbalanced development of sci-tech journals in China, it is necessary for the national management agency to establish a more macro-level evaluation system, adopt the mechanism of rating assessment and management, formulate various development strategies according to the journals performance and offer policy and financial support at different levels to tackle the unbalanced development of the journals. A rating system is recommended as follows. Grade I （top quality journals ）： Key support should be offered by the General Administration of Press and Publication, and papers published in these journals should be treated equally as those journals cited by SCI, and these journals are mainly of pro bono cultural undertakings. Grade II （ excellent journals） ： Key support should be offered by local governments and industry associations, and these journals are mainly of business culture industry. Grade III （qualified journals ）： A market operation mode should be applied completely and these journals are all included in business culture industry without any financial support from the central and local governments, and a commercial publishing mode is framed by means of survival-of-the-fittest gradually. Grade IV （unqualified journals） ： Punishment of making corrections within a specified period of time or publication banning should be applied to these journals which violate national laws or industry regulations and fail to meet the quality requirement. The rating determination of sci-teeh journals should be based on peer review, expert review and dynamic adjustment, and the reader evaluation index should be introduced at proper time.
