西部欠发达地区经济从资源型向创新驱动型的转变

摘　　要：经济增长不能以浪费资源、破坏环境和牺牲子孙后代的利益为代价,要合理开发利用资源和保护生态环境,切实转变消耗高、资源浪费、污染环境的粗放型经济发展方式。本文以甘肃为例,分析了资源型经济向创新驱动型经济的转型,指出调整经济结构、转变经济发展方式是落实科学发展观,从根本上缓解资源约束,减轻环境压力,实现全面建设小康社会目标和经济可持续发展的必然选择。As a typical resource-based economy,the economy in Gansu presents the typical feature of ＂high pollution and high energy and resource consuming＂ due to unsuitable development strategy and long term excessive development of the resources.As a result,the development of the economy is seriously affected.As the experience and fact show that the abundant natural resource does not necessarily mean the advantage of development and the key lies in the development strategy.The development of economy can not sacrifice the benefits of our offspring,waste the resource and damage the environment.Instead,the extensive mode of economic development characterized by excessive consumption,wasteful use of resources and environmental pollution should be changed.It is a must to adjust the economic structure and transform the economic developmental pattern in order to implement the scientific concept of development,to alleviate the constraints of natural resources and the pressure in environment,to build a well-off society,and to development the economy in an all-round way.Overall,Gansu must transform its resource-based economy to innovation-driven economy.
