摘　　要：村卫生室是农村三级医疗服务网络的网底,卫生政策在这一级的设计安排与执行落实情况直接影响着农村医疗卫生服务的提供水平。本文在对北京市H区村卫生室进行实地观察的基础上,重点分析了政府在村医待遇、村卫生室的标准化建设、突发公共卫生事件应对方面,对村级医疗的政策保障和对村卫生室的建设与发展所显现出的积极作用。Village clinic is the lowest in rural three-level network of medical and health services.At this level the design and implementation of health policy plays a direct impact on the quality of rural medical and health services.Based on thefield observation of the village clinic in District H,the paper mainly analyzes the positive role of government＇s indemnificatory policy which plays in the construction and development of village clinic.The policy mainly includes the government increasing investment in village doctors＇ treatment and village clinic＇sstandardizationcon struction.Furthermore,the government provides relatively sufficient support in emergent events of public health.
