我国三公经费公开问题浅析

摘　　要：2011年5月4日,国务院要求中央部门公开2010年度出国(境)费、车辆购置及运行费、公务接待费支出情况,地方比照中央公开经费。在具体执行中,三公经费公开还存在着缺乏主动性、规范性、实效性等问题。完善我国三公经费公开的对策是:促进政府观念转变;推进三公经费公开的制度化和规范化;加强对已公开三公经费的审查;建立三公经费公开问责制度;健全民主监督制度;完善政府信息公开制度。On May 4, 2011, the State Council requested the departments at the central level to disclose their expenses in 2010 on overseas trips, the purchase and maintenance of vehicles and official dinner parties, namely the Three 0fflcal Consumptions, while the same at the local level. Actually, problems still exist in the disclosure of the Three Official Consumptions, falling short of initiative, normRliT^fion and effectiveness. The coping measures are proposed： to promote the government＇s concept conversion, advance the institutionalization and standardization, strengthen the audit of disclosed expenditure, establish public accountability system, complete democratic supervision system and perfect the government information public system.
