构建适合国情和粮情的粮价形成和监管机制

摘　　要：在分析粮食既是商品又是公益性产品的特点、粮价形成和实现的主要影响因素基础上,提出构建新型粮食价格监管机制的框架设想:坚持通过市场形成粮价、政府和市场共担粮食价值补偿、健全政府粮食储备、加大涉农补贴和投入、开拓国际粮源、强化粮价监管。The paper analyses the features of food as both commodities and public products and the major factors influencing grain price formation and realization,based on which advances the idea of constructing a new framework of food price monitoring mechanism： the formation of grain prices by market forces,the government and market sharing food value compensation,improving grain reserves of the government,increased agriculture subsidies and investment,exploring the international grain resources,strengthening grain regulation.
